This is the approach that worked for me. Running via the CMD line I saw that there was an error in the vhosts.conf that only reared it's ugly head when the computer was restarted. To run via the command line in windows type CMD in the Start Menu Search Box and then the path to httpd.exe. To discover the path to httpd.exe one way is to run 'Services' from the Search Box, find Apache, right click on it and then copy the 'path to the executable'.
